Baer is looking for Technical Architect - Product Owner for a 12 month Federal Remote Project.
Title: Technical Architect - Product Owner
Location: Remote (Must be based in US)

Description:
- Review and integrate all application requirements, including functional, security, integration, performance, quality and operations requirements.
- Review and integrate the technical architecture requirements.
- Support the service delivery or product team(s) in managing resources, projects and budgets to meet the goals of the business and clients. When required, develop and execute demand management processes, provide training and education on standard project management requirements and methods, facilitate project governance and reporting, and create models to improve business decisions.
- Complete, troubleshoot, implement technical solutions to meet deadlines and client mission requirements.
- Responsible for building and overseeing the implementation of a mass scale Natural Language Processing system to intelligently process medical documents for information extraction.
- Implement a custom version of Apache cTAKES as the backend; Design and develop a custom Apache UIMA pipeline to achieve peak quality and system performance;
- Oversee and support integration with OCR system to process documents, design and optimize custom document cleansing
- Design and oversee implementation of custom distributed document pipeline meeting SLA requirements
- Staff project with appropriate skilled personnel in order to meet deadlines and client mission requirements
- Develop, optimize, and oversee implementation/enhancements to web console managing server farm. Provide solutions for continuous integration system to ensure successful deployment
- Manage use and implementation of MongoDB data store capable of handling petabytes of data
- Review, test, troubleshoot team members’ code to ensure successful deployment and technical implementation
- Create custom NLP algorithms and annotators to evaluate medical evidence of record
Requirements:
- 5 years experience with Java
- 3 years experience using Agile development methodologies and Natural Language Processing tools.
- 3 years experience with Data warehousing / engineering, Java web development, database design
- 5 years experience with common development framework environment
- Experience with Machine Learning, Language Modeling and Python is a plus
- Ability to obtain and maintain a Public Trust or Suitability requirements
- Experience with healthcare data and Healthcare IT is preferred? Knowledge working with AWS or cloud development environments
- Experience with Java, Javascript, JQuery, Spring Boot, Spring Framework, Spring Cloud, Restful Services, API's, Microservices Architecture, OpenAPI, SQL, SQL Servier, PostgreSQL, MongoDB, Apache suite including cTAKES, UIMA, AWS, Kubernetes, and Kafka, Git, Jira, and Confluence
- Experience with integrating to COTS and SaaS applications
- Experience with Docker, AWS Lambda, and AWS ECS
- Experience with Python
- Preference to developer with experience working with healthcare data and Health IT
- Expertise in a variety of technologies including, but not limited to, WebSphere or Weblogic, J2EE (JSP, Servlets, EJB, XML, Java), .Net, Oracle, DB2, and MS/SQL , Python, NLP, AI/ML algorithms.
- Master’s degree in related field + 10 years experience; or PhD + 4 years
